Do you mean you are not able to submit your PDF form? How are you opening your PDF form? To properly submit your form, we suggest that you use either Adobe Reader, Adobe Acrobat or Foxit. Please see Fillable PDF - Everything you need to know about JotForm Fillable PDF Creator.
If you are referring to a different concern, please give us more details so we can further check.

Sorry to inform you that the screenshot or image you shared is not showing in your reply. Please go directly to this thread (https://www.jotform.com/answers/1029628) and upload the image using the Reply Editor. Just click the "Insert/edit image" icon and follow the upload wizard.
As of right now, we are not having any issues in regards to generating PDF or converting an online form to a fillable PDF form. It would be helpful as well if you can provide more details about your issue.
