How do I create a fee Calculator?

I am looking to create a table that calculates what you will owe based on the usage you select for a wedding venue. What is the best way to create that? 

The best way to go is to use Form Calculations or Form conditions in your form. So based on what your users select in the form fee will be calculated. Here is the guide on how to use Conditions:
