Is jotform cross platform, ie Smart phones?

Can my forms appear on smart phones?  Mine comes up on a desktop, but the link does not work on my phone.

Yes, forms created on jotform are designed to be mobile responsive, so they should appear in smartphones, tablets and PCs successfully.

I checked one of your forms on mobile and they are displayed properly.

What smartphone are you using to view the form? Is your form embedded on a website? If so, please provide us with a link to the page where the form is embedded so we can check it there as well.
