I still have forms being used but I'd like to revert to the Starter Package. Is this possible? Received a "cancel" notice.

Your subscription was set to autorenew but the payment failed. This caused the subscription to be cancelled not your account. Since your monthly usage looks quite low, a subscription does not seem necessary at this time.
Your account is, however, over the submission storage storage limits. Before your current subscription ends, I would recommend downloading any data you need to retain and then deleting your older submission:

Your forms will remain active as long as you are under the free account limits.
