I have set up the jotform account as well as the paypal pro account and I'm getting the above response when I try to complete an order. What's going on?
Edit: I think I resolved that first issue but we're now seeing a new error.
This transaction cannot be processed due to an invalid merchant configuration.

I have checked the integration on your form, and it seems to be fine, that error message seems to be an issue on the Paypal side. Please double check the email address you have registered in the Paypal Pro tool and see if it is the same one registerd in your Paypal account. Also double check if the API is correct, I would say it is, since the integration did not show an error. Please contact Paypal support to double check if your Merchant account is fine

We're still seeing the following error:Invalid ConfigurationThis transaction cannot be processed due to an invalid merchant configuration.
I checked everything you suggested with paypal and all the information checks out. Also, when we use the Test Integration button the Jotform Paypal setup page, it says integration succesful. I'm not sure what meaing that has on the rest of this process.

I would sugest you to delete the integration, get a new API and re-integrate it .
However, I can see the issue is on the Paypal side, as it connects to the gateway. The error is clearly talking of an invalid merchant configuration, we don't handle that part, all Jotform does is to apply to API to make the connection to the Paypal gateway

Since I came here to request support it's only right that I come to report the results.
Short version: It was an paypal account setup issue. Now that this issue is resolved, the API integration works perfectly. Thank you for your help and support.
I was unable to rule out the possibility (likelihood) that it was an account set up issue and I was unable to hurry that process along. Our solution was to use the non-pro integration as a stopgap while we resolved our Paypal account issues.
Once the paypal account was properly set up, we were able to change over on Jotform and it works.
One minor complaint, when changing payment methods there shouldn't be any reason to lose the data associated with that field even if newer entires will not have that data. In my case, since I removed our regular paypal option to switch to paypal pro, I had to dump everything up until this point out to excel so that we wouldn't lose the data even though I added the same exact field right back in, just using the Paypal Pro option.
Alternatively, if there was a way to switch from Paypal to Paypal Pro or vice versa within the same payment method (as provided by jotform) that would solve the issue.

You need to upgrade you account from standard to paypal pro

There could be several reasons which are resulting this problem. First of all, If you have a standard Paypal account and you are still trying to use the Paypal Pro payment tool, this error will most likely show up. To beat this issue, please check your Paypal account credentials or change the payment tool type with respect to your account type.
Below, you can find useful information about this issue:
On the other hand, if you are using your form on a webpage by embedding it, there might be a conflict with other scripts which can also reason for this issue. To overcome this, you need to embed your form by using iFrame embed code.
In addition, while you are using your iFrame embed code, you don't need to take the whole structure of embed code, the content between <iframe>...</iframe> tags is enough to embed your form.
