I want to send a survey to multiple people.

Then I want to see a summary of all the responses.

    Is this possible?

Hi, you can create a Visual Report Builder in order to have a Grapical Summary.

You must click one time on your form choose "Report" then click in "Visual Report Builder".

    Hope this helps.

In addition to my colleague above, You can share your survey form to the intended people to fill and ensure your email is added as notification email.

The easiest way is to just give them the URL of your form so they can fill it out using their browser of choice.

    To get your form's URL:

    1.  Edit your form
    2.  Click Preview button
    3.  Copy Form URL in the address bar of the preview screen

    -------------------

You can also embed the form on your website then just give out the URL of the page where you embedded it.

Please click the link below to learn how to embed the form on your website's platform.

Am I able to assign a numerical value to the matrix and have a report that produces an average for each row's responses?

I am afraid what you're asking for is not possible with our built-in reporting functions.

I think there might be a not-so-easy workaround using Excel functions, particularly the IF function. You can just export your form responses to an XLS spreadsheet then use Excel functions to assign numbers to the responses in a separate column (in the spreadsheet).

It's quite a daunting task but it would be a walk in the park if you are quite knowledgeable with Excel.
