How can I make a form work in pdf file?

When I download a form as a pdf it doesn't seem to work. I can't submit the form, or fill out the questions?

Which PDF viewer are you using? 

We do recommend to use Acrobat Reader or Foxit reader, if you're opening your form through Chrome, for example, you may experience issues.

I have also reviewed your forms and they work fine for  me, if the issue persists, please let us know the form where you're experiencing this.
