Can a form be saved to finish at a later date

I followed and save the "Enable" feature but the form doesn't seem to be saving.  Is there another step to this.

If I understood you correctly you are using Auto Fill Feature on your form. Is this the form you are having issues with https://www.jotform.com/70184453343958? I have tested that form and data that I have entered were saved. If you have issues with some other form, please provide us ID of that form. 

Please note that you need to use same browser to access data. Also form will be clear on submit and entered data will be saved for 1 day.

How to save form to continue later (Session method)

The Session method is saving the data on our servers. With this method you will need to use two forms, one for session generation and second as primary. Then users will be able to access their sessions from any locations.
