If you are using an address field, it is not possible to remove countries in the country dropdown field. However, you can use a regular dropdown field and define the options you want.
--
About the shipping, this is not possible in the payment field but it is possible to add tax by country.
Here's how to enable shipping option in the payment field https://www.jotform.com/help/304-How-to-Add-Shipping-Cost-to-Payment-Forms.
And the tax option https://www.jotform.com/help/296-How-to-Add-Tax-to-Your-Payment-Form.
However, there may be a workaround to achieve the shipping charges per country the way you want it using calculation widget and a country dropdown option. We can assist you with this if you want to try this route.

You have to define those in your shipping. If you want 1.5 additional, enter those on the additional cost column.
Example:
As a result:
Please check this guide for the coupon code http://www.jotform.com/help/233-How-To-Add-Coupon-Code-in-the-Payment-Form

Sorry the above response is from me I thought I was logged in ,and the coupon does not work for me properly. I'm not even sure what to do. I wanted to do 4$ a print but if you order more than one I wanted to do 1.50 for each additional print.

If I understand you correctly, you did not make change as suggested by by colleague in his previous response
Here is the resultant output after changing all the marked values to 1.5
Let me know if we are not on the same page.

hey. I'm not sure because what i am trying to do is say someone wants one black cat and one orange cat and one bakck and white cat. so that is three prints. i wanted to give a discount say the first print will be 4 dollars shipping, then the next print will cost just another 1.50 and then the next one will be another 1.50. so if a person orders three prints in the same order for shipping they won't be paying 4 plus 4 plus 4 they will be paying 4 plus 1.50 plus 1.50
so i was unsure how to code that . as i did try doing 1.50 as the additional cost per item but that only seems to work if the person orders multiples of the same item. aka 4 black and white cat prints

The additional item cost is for the same item that is being selected. I'm sorry, but the function that you are looking for is not possible in the payment integration.
Let me try the sub product option and special pricing. I'll let you know.

Are you charging one "four" only whatever item is selected and how many other items are selected? Maybe, you can just put it as another product item with 0 as the product price then add a shipping that cost 4 USD. Then the main items at 1.50 per item.
