Yes, you can put a "PDF Link" in the Thank You page or in the Autoresponder Email. Here's how:
In Form Builder V4, click the "Settings" menu and then go to the "Thank You Page" section. In the Thank You Page Editor, click the "Form Fields" drop down and select the "PDF Link" option. This will generate a string {pdf-link}.
In the Autoresponder email, you can attach a PDF submission. Go to the "Emails" section and select the Autoresponder. Go to the "Advanced" tab and enable the "PDF Attachment" option.
After the user downloaded the PDF file, they can just print it.

I tried the first way (putting a PDF LINK in the Thank You page). This made the form not pop up
when the cient clicked the link to fill out the form.

I cloned this form (https://www.jotform.com/70127488825160) and I can see that you haven't added the PDF link in the Thank You page.
Please share the the URL of the webpage where the form is embedded so that we can further check.
