I have a membership form that will only allow me to download as a PDF. How can I edit the form??

The form LCARC Membership Form 2013 is a PDF form. Unfortunately, you can't edit it in the Form Builder. You can only download or view the form.
However, you can edit the form LCARC Membership Form by selecting it and clicking the Edit Form button. See image below:

The 1st form is an online web form, while the 2nd form is a fillable PDF form.
Unfortunately, the Form Builder is used to build and edit online web forms and not PDF forms. You can only convert an online web forms to a fillable PDF.
