Does JotForm work offline?

Please could you advise me if you can use Jotform offline and if so how?

You can build your forms  offline, all changes you made on your form will be automatically saved when you get internet connection again. 

However, collecting submissions offline is not available, you could only load a form and submit it if you have internet connection.
