Form not disableing

I set this form to disable on March 1,2017 and it does not disable.  After I submit it then disables.  I need it not to show at all after the disable date.  Whats going on?

The form is already disabled. However, you still need to click the Submit button in order to appear the Form Warning message. Here's the warning message after clicking the Submit button:

You need to disable the form manually so the warning message will appear once the user opens the form link. Here's how:
