    Is there is a field type that can limit the # of characters as well as having a validation to the field above to ensure both are identical?

    Long Text Entry (Text Area) field has Entry Limits option.

    Short Text Entry (Text box) field also has Limit Entry option.

    You can also check Character Counter widget.

    I am not exactly sure what you are trying to achieve, but you can use conditional logic and set conditions if values of two fields are the same.
