if I go over my 100MB limit, are forms disabled? I'd like to create a rule that displays a "please come back next month" page (customized) until the limit is refreshed.

I don't think you can cuztomize jotform error pages like "this user has run out of space" "this form has reached its submission limit" "this form is disabled by the user"

You could change the file upload to html text right before you ran out of space sayings something like we are almost out of space try again next month. Then you could put the field back next month.

falkirks is correct. There is no way to customize such error messages.
Also, the 100MB limitation is of storage space, and not total bandwidth consumed for uploads. If you delete files regularly (by deleting the submissions) and your account never reaches this limit, you should still enjoy up to 100 submissions, regardless of the total bandwidth consumed by your forms.
