Form Re-submission Vs Using the same form to re-order

I have followed all your instructions on how to allow a user to re-submit/ edit a form. In my business i have two scenarios

    1.  Edit a form: The customer has placed the order and wants to go back and change a few information pieces on the form ( e.g Wrong Address or Wrong details etc)

    2. Re-order using the same form: In this scenario, the customer wants to place an order AGAIN, but wants to use the same form but change it a little bit to indicate her changed preferences. In this case, if i use the edit link, the final payment gateway is side stepped. So they end up not paying but placing a new order.

How do I differentiate between the two cases and how in the second case can i make sure that the payment is not being side-stepped?

Payment is only collected when the form is initially submitted.  Editing an existing submission will not resubmit payment.

If you users want to update their data, they can edit their submission.  If they want to submit a new order with payment, they will need to fill out and submit the form.
