I could replicate the issue at my end.

I checked mentioned form by cloning to my side. I was not able to replicate the same issue on my end for the cloned form. However, it seems there is an issue with the encryption or encryption key of the form. So, I created another form on my side to understand if there is anything wrong with encryption feature but I was also able to submit this form.
All in all, Could you please disable your encryption first and try adding a new key by enabling encryption again? I assume that this could solve your issue. Please do let us know if the issue still persists even after performing above steps.
