The form is sending feedback to the wrong people. Please help!

Users are reporting receiving feedback intended for others. Sometimes 2 or more people will receive feedback instead of the designated user email. An example is our busing and transportation. Robin Mendoza should be receiving feedback but instead, feedback went to Bev Quinby and Christine Baxter.
