My whole page has been disabled

Ok, so I submitted an issue where my forms were disabled. After digging, I figured out it's because my page required payment information but instead of just saying that, my whole page has been disabled including the page that had nothing to do with the other, that's number 1. Number 2, considering that I can't even use the form I created because I missed details in the Terms, it's counting the form against me which I would like to have corrected please. To be counted for a form that I can't use is crazy so I would like to request that be corrected. Also, I was attempting to obtain an encryption key prior to realizing that my stuff was disabled entirely so when I was attempting to download the encryption key, it said I already had one. Well, not surprising I in fact do NOT have an encryption key and it won't download because my page didn't meet the criteria or whatever the case may be. SO, I didn't see what the supposed encryption key was. So, that's the meat and potatoes, I need this resolved ASAP. Thank you.
