I've tested the issue on my end as well, I will report it to our second level so our developers can take a look to it, in the meantime I would suggest you to try with a different browser such as Google Chrome or Firefox, we do strongly recommend these browsers while using JotForm.
We will let you know as soon as we get any update about it.

Sorry for the late update, but this issue is now resolved. You may now upload your private key and decrypt your submission using IE 11.
