when client make payment. are funds released immediately?

for example with a new paypal account, funds are release 21 days after payments. so if i use paypal payment via jotform, will the payments be released immediately

When integrating forms with Paypal, this just means that the forms you create uses Paypal to be able to receive payments and thus if you receive Paypal payments through your form, this will still be under Paypal's policies on payments. This does not cause to bypass any of the payment gateway's policies.

So if there is a policy which the payment gateway you used that funds will be released 21 days after payments for new Paypal accounts, then that will still be in effect.
