How safe are file uploads?

Can a website visitor upload a virus masked as a file, which can infect our computer when we click the file link to download it?

Please allow me to inform you that file uploads on your forms are all done at your own risk. If you are worried that your computer might be infected by viruses, then please don't download files that you feel are unsecured. Or it would be better to use some best anti-viruses available to scan files.
