Can I create a question that allows the user to choose multiple answers in separate columns on the same row of choices?

Yes, you can create a matrix type form field. You can use the "Input Table" tool for this. It is under the "Basic" tab of the Form Elements.

You can change the "Input Type" in the properties. Select the field and then click the "Properties" button. Go to "Fields" tab and change the "Input Type" to "Check Box".
