We delete forms but our file upload storage is stil quite high

Hi, I deleted submissions and forms. I even purged some, and yet I still did not regain any space in my account. Why would this be? I expected that it would be like when my phone is full: I delete pictures and videos, and then I can take more. In the case of jotforms, I deleted a bunch, including submissions, and nothing changed. It seems like I am being forced to upgrade and pay more, rather than letting me get rid of forms I no longer need so that I can keep the account level I have.

Some of your other forms have have low amounts of small file sizes but the form I referenced has quite a few 1MB+ files.
