Are you referring to the form http://www.jotform.us/form/71065784509160? I see that there are no submissions for this form. Did you delete any submissions on the form?
If you are referring to a different form, please let us know so that we can investigate the issue further.

linked to a paypal account and I have received 2 payments but no
submissions are showing up.

I have also checked the email history log and see that there are no notifications received for the form submissions. Could you check with the users that they have made the payment using the PayPal that is redirected after submitting the form?
I have also checked the submissions and see that there are few submissions are not completed with the payment.
