PayPal: Incomplete Payments

They people completing the forms should pay £5 per form and they are being held as "incomplete payments" the problem is, that this is their first point of contact with my business and it's making a bad impression.

That just means, someone submitted the form but did not go through and completed the payment by logging into their paypal account.
That happens a lot. People click submit just to see what happens. You can try contacting them and asking them why they did not complete the payments. If there is a problem on Jotform's end we'd be happy to fix it. But I checked the logs and transactions and everything looks fine with the paypal forms feature.
