How do I permanently delete submissions?

I have recently created an account and have built some forms.  In order to test the forms I created some test forms which I have deleted from the submissions in each form so they all show zero submissions.  However, my account shows I have 13 of my 10000 submissions used under the icon in the upper right corner.  Do the 13 test submissions which I have deleted and no longer need still count towards my allotted 10000 per year paid for??

The value belongs to the monthly usage data, hence it is count towards your allotted 10.000 submissions limit. However, this limit is your monthly limit, and it resets every first day of every month.

I have recalculated your submissions and now your submission count shows zero.
