If a required field is hidden, can a user compete a form without entering info into the required field?

I have a form that asks "how many children will be attending?" with a dropdown choice of 1, 2, 3, 4, 5, or 6. I've set up a conditional to display name and date of birth for child 1, child 2, etc. We'd like to make each of these fields required, but that does that create a problem if Child #2 name and Child #2 birth date are required and the user chooses only 1 child attending, completing only the name and birthdate for the child attending?

If required fields which are not visible to the user will not be part of the validation process. Therefore, user will be able to submit the form.
