ASUG has several sub account users that need to move the forms they create to different folders. Currently, they can't do this with the sub account rights. Can you provide a workaround or way for them to do this as sub account users?

As far as I can understand, you would need your sub-users to move forms to different folders, if the forms have been shared then sub-users are not able to move them to different folders.
A form can be moved only if it belongs to you, which means that your sub-users will need to create the form under their account and then move it to the desired folder, the form will be transferred over to the folder owner which means that once placed into a shared folder, the sub-user will not be able to move the form again.
If you would need to move forms to different folders then the main account will need to do the transference.
