Upgrade plan: Do we pay pro-rata for the rest of the year until contract renewal?

We have paid for a annual subscription but now need to upgrade, Do we pay pro-rata for the rest of the year until contract renewal. 

It seams a bit harsh if we have paid for a full year at bronze and then have to pay a full year at bronze. We are happy to start the new subscription at silver for a new year but we would expect the remainder of the bronze subscription refunding.
