Ranking Matrix

Is there a way I can create a "forced" ranking?  Where, Under each column, assign a number from 1 to 5 to each program or service, using 5 as the highest and 1 as the lowest rating. However, you have a quota of each number to assign. You may only assign seven of each rating (for example, seven 5s, seven 4s and so on, in each column).

Ideas on how to accomplish this?

I am not sure this would be possible at this time.  I tried a few different things with matrix calculations and nothing I could come up with would track how many of each option was selected.
