Conditional Submission Not Working

I have a rule set up (see screenshot) that says, IF the user checks a specific checkbox, "I agree" THEN they should receive a specific message at submission.

However, I have been testing this and it's not working. I can't figure out why. I have a different conditional submission at an earlier spot on the form and it works just fine.
