I would like my customers who come to my website to be able to post pet memorials in a form I create with an image. After they click on submit it would then appear on a different page on my website. New customers would do the same and they would appear one after another.

I have checked the site URL that you pasted as an example. You can accomplish that scenario with our form builder in some way, but not exactly as well formatted and stylized as the site is.
You can easily create a form , similar to http://www.deceasedpetcare.com/PetMemorialForm.cfm, that is no problem. However , I see you would need to have a kind of programming expertise to display automatically the content your customer might submit in the way that site does
You can make appear the submissions, in a table format, and embed it in your page. But it will not be stylized and formatted

1. How to submit data to a Mysql database using PHP (from there you can grab the data and display it into the page in any format of your choice), if you don't have expertise in programming, you would need to hire a programmer or someone who knows programming in some way
2. Grid listing reports to display submission data into your page (in your case, pet memorials)
