How to allow users to download their submission PDF after form is submitted?

Can I create a button that will allow the end user to download their answers to a form in PDF directly after they have completed the form?

Yes it is possible to achieve your requirement. You just need to edit your form's thank you message and add {pdf-link} tag. When the form is submitted, thank you message will be displayed with a clickable link. Clicking on this link will allow users to download his own submission PDF. Please check the screenshot below on how to add {pdf-link} in thank you message:
