The Jotform banner at the bottom of my application form covers up the next option, how do I fix this?

It is on the mobile version of a squarespace site.

It will not allow users to complete the last question, or continue to the next page.

I checked your page on both desktop and mobile, both showed the footer directly below the back/next buttons:

I progressed through the whole form and each page was complete. 

If this is still not the case on your end, let us know what browser you are using and we will test with that as well.
