She states that she has uploaded these documents several times - here is a screenshot showing they are uploaded and when she tries to advance to next page gets this error. I cannot upload the second screen shot to show that the required documents on the prior page have indeed been submitted but she sent that to me.

I have tried submitting your JotForm and was able to submit it without any issue.
Could you ask the user to submit the form using a different browser or a private/incognito window to see if that works? Also, please check if the file names are displayed correctly in the Preview before submitting the form.
