Cannot move condition up or down

How to move conditions up and down..change position? Highlight and drag doesn't work.

I want to move ositions of my conditions to set questions up or down. Theorhtically I should be able to click and drag them.. However that's not working.

This is how it was designed to work. However, it should be possible to move the form conditions in the 'All Fields' mode.
