If each submission is payment, we can only accept 10 submissions per month?

Also, on the starter (free) account, it says you are allowed to receive 10 payments... but 100 forms. I'm assuming if each form results in a payment, you could only accept 10 payments/form submissions then under this plan?

Yes your understanding is correct. Please note that in free plan you can receive up to 100 submissions, 10 payment submissions,  1000 form views and 100 MB of uploads. If any of the limits are reached, all your forms will be disabled.
