Form Section Dividers not Displayed throughout

Hi, 

I have created a form located here: 

I am noticing throughout my drop down sections (Assembly, Councilor -Atlarge) the black line I inserted appears on some sections but not on all. 

As another example - the Chapter section is grouped out perfectly.

The divider separator you have put in your form is showing up. It is just that some of them do not have the same color:

Simply set the same divider format as the ones that show black:
