I no longer need to be the main user for this account. I will be starting a new account for in the new department job i have now. How can i change the main user and not lose the forms for the sub users and new main user? Will I also be able to set up a new account with my email address once its removed?

Please note that you can change the email address associated with your account, from within your account page: https://www.jotform.com/myaccount
As to the account username, we can change that for you. All we need is three (3) username suggestions in the order of your preference, in case your first pick is not available.
Once you change this account's email address to another one, you will be able to use the previous email address in another account without any problems.
