I have selected 'on' for the 'Paypal Account Optional' - but still the Paypal landing page does not show option to pay with credit card??

You could try re-integrating your form with PayPal payment, otherwise, you could contact the PayPal support since the landing page is on PayPal and we don't have control over it.
