Family's have submitted forms and money. I have received submission emails from jotform, but no payment through PayPal.

First of all, please check the payment field to make sure that you use a correct PayPal account to receive the form payments.
You may also contact the user and ask if they received a receipt from PayPal to investigate this issue further.
