Why is my form's radio button is disabled?

Also, I have looked all over but I can't seem to figure out how to make the radio buttons selectable.

I cloned your form and I found out that the Radio Button field is disabled because of the assigned condition.

The condition states that it will only enable if the condition is met. I suggest you delete the condition instead. In the Conditions wizard, select the condition and then click the "Options" icon. After that, click the "Delete" icon.
