How to create a Pop-up form?

I am told that it is website builder 7. I think most of the normal plugins only support Wordpress so i am told that i need to add in the HTML for this functionality. Does anyone know of how to do this? GoDaddy have an internal email capture add on but it it seems to be static rather than a pop up.
