If I design a form for a very specific purpose, can I then share it with a client so they can use it?
If so how do I do it?
I assume they need to sign up for JotForm?

It is possible to share the forms with other users. Yes. It is required the other user register an account in order to manage the forms in your account. Please refer to the guide below that can help you with sharing the forms.

Yes, that is correct. You don't need to maintain the control of the form. However, as the primary account holder of the form, you have the full control whether you will delete the form or not
