Is it possible to create a JotForm that can be used online as well as offline ?

I'm afraid all forms require an internet or data connection for it to be loaded and submitted. As an alternative, you may convert your form to a PDF form and have your users fill them out using a PDF Reader.

However, keep in mind that the PDF file has a lot of limitations (e.g. all widgets, payment fields, conditions, page breaks and form collapse tools will never work on a PDF file).
