encryption issues

hi, I recently had my computer upgraded and in the process, my version of windows was removed and reinstalled.  I recently received a submission on my encrypted form and now I don't have the key.  I tried to turn off the encryption but I still see a bunch of jibberish on the form.  I tried creating a new key but I still don't see the information.  can you please help me?

Unfortunately, those submissions could only be decryted with the old key. Since the key is lost, that data is lost forever. The new key you have will only decrypt new submissions.
