I am trying to set up a form for our troop members to order uniform pieces. I would like to be able to get the order information submitted without members having to make a payment through the form. (They would just send me a check.)

You can create a form with products created by using our basic fields:
When you create product list in the form you can let them know that they need to send a check by writing that in the form, you can use Text field for example:
You can also use Purchase order integration since it doesn't require payments to be made:
