I am currently using a free version of the form to pilot for our school district's bully report form. When completing the form, it states that a single picture is not able to load due to memory constraints? We are looking to purchase the silver package. Will our community be able to upload photos and video to their report on the paid side?

I cloned your form and took a look at it. It seems you have set a maximum size for the upload field to 1024 KB (1MB) on the Options tab.
This is why your file wont upload. So to fix it turn the "Limit File Size"off.
Also note that its possible to allow the upload field to accept multiple files. So that users can upload more than one file per submission. To enable that feature, go to the multiple tab and turn it on.
