Eveything works in preview version, and I have double checked that the URLs are correct numerous times. I've also made sure to include the { } around the text I want hyperlinked but nothing happens (other than the URL showing up in the bottom lefthand corner - see screenshot). I need these forms to be working ASAP as I was supposed to make a related announcement this morning. Please help.

I'm sorry, but this is a limitation imposed by WordPress.com, especially for embedded contents. There is not much we can do about it other than advising your users to copy the link and manually open a new tab/window.
Users can also right-click then open link in new tab/window:
